We would:
- Adopt measures to avoid the use of prison for minor
offenders, including those currently held in remand, and, where possible, to implement
appropriate punishment in the community.
- Undertake a comprehensive review of the prison
service as proposed in the Woolf Review; and create a Prison Ombudsman to preside over the
investigation of complaints by prisoners.
