| Conservative
hostility to Labour dominated councils has meant that our cities have been starved of
resources to regenerate housing, improving education and to fight crime. Unaccountable quangos have usurped the role
of local government, yet have proved too out of touch to make any real impression.
Labour councils in urban areas have
failed the people who live in those cities. Party dogma has prevented from encouraging
investment or working with the private sector, to the detriment of our cities.

Liberal
Democrats aim to make inner cities good places to live, work and play. To achieve this, we
need to empower individual in their communities to take control of their own lives, and
encourage diversity and pluralism, with opportunities for all. We propose:
- Decentralisation of power to
the nations and regions of the UK, including a London-wide authority, and the
creation of regional development agencies to stimulate regional economic activity.
- Decentralisation of local
authority services, for example though 'one-stop' points of access; and of
decision-making, for example through the creation of neighbourhood councils.
- Investment in training for
inner city residents; the establishment of local enterprise Agencies to advise
and counsel new businesses.
- Assistance of the development of
coherent local strategies against poverty, including the provision of localised welfare
rights offices.
- Passing control over management of
rented housing to tenants.
- Greater investment in social
services, with funding formulate reflecting the higher costs and needs faced by
inner city areas.
- Resources for maintaining and
enhancing parks, gardens, city forests and green or open spaces for recreational use..
